Who We Are

Bill website Bill Alexander is a native of Kannapolis, North Carolina and graduated from Davidson College (BA, 1973), and Wake Forest University School of Law (JD, 1976). He now manages an elderlaw, asset protection, estate and business planning practice as the founding partner of W.G. Alexander & Associates, PLLC in Raleigh, North Carolina.

Bill has practiced law for 35 years and maintains an ‘A-v Preeminent’ attorney rating* by Martindale-Hubbell. He works closely with seniors worried about long term care expenses with Medicaid strategies for nursing facility care, Special Assistance benefits for Assisted Living Care and VA Pension Benefits for home care and assisted livng; he also works closely with business and family clients on wealth transfer and asset protection, counseling for wills and trusts, and the handling of estate administration and probate.

Bill is a member of the Estate Planning Section and Elder Law Section of the NC Bar Association. He is an active member of ElderCounsel, The National Academy of Elder Law Attorneys (NAELA), Wealthcounsel, WealthCounsel Advisors Forum, and the Mid-South Forum of Estate Planning Attorneys. Bill is an Officer and Director in both the NC Chapter of NAELA and the Mid-South Forum.  He regularly provides continuing education for Attorneys, CPA’s, financial advisors and insurance agents for Estate and Business Planning as well as free educational seminars to the public on government assistance programs.

Bill is a former Member of the North Carolina House of Representatives. He retired in 2003 from the North Carolina Air National Guard with the rank of Colonel. Bill was the top legal officer in the N.C. Air Guard and in his last two assignments for the Guard, he taught as an adjunct faculty member at the USAF Judge Advocate General School and served as the ANG Assistant to the Air Force Special Operations Command. Bill was the Editor in Chief of the legal training course for the United Nations Department of Peacekeeping Operations and managed the U.S. Air Force Civil Affairs program; he continues to act as a Subject Matter Expert for the UN in Human Rights and Humanitarian Law.

Bill was awarded the Legion of Merit and the Distinguished Service Medal; he was recognized by the Governor of North Carolina for his service to the state by induction into “The Order of the Long Leaf Pine.” Bill is married with two sons. He is an active member and Elder at First Presbyterian Church of Raleigh.

Tovah McDonald Mitchell is as an Associate Attorney with W. G. Alexander & Associates, Raleigh. She was born in Augusta, Georgia, but as a child of a US Army family has lived in many places. She considers Fayetteville, North Carolina her home. Tovah received her Bachelor of Arts from North Carolina State University in 2003 and her Juris Doctorate from North Carolina Central University School of Law in 2008. While in law school, Tovah was active with the Guardian Ad Litem program and was the director of the Volunteer Income Tax Assistance program. She also received her Masters in Business Administration (2008) by completing the dual degree program.

Prior to starting her legal career at W. G. Alexander & Associates, Tovah worked as a project manager at Cisco in Research Triangle Park. She obtained her Project Management Professional (PMP) certification and worked on a variety of internal and external projects.  As an Associate Attorney for Alexander Attorneys, she focuses her practice on VA benefits and Medicaid law.  Tovah is licensed to practice in North Carolina and is a member of the North Carolina Bar Association. She lives in Morrisville, NC with her husband, Maurice.

Beth Robertson is the Trust Funding and Probate Paralegal for W.G. Alexander & Associates. She is a native of Raleigh, North Carolina and graduated from North Carolina State University in 1992 with a degree in Political Science and received her Paralegal Certification from Meredith College in 1993. Beth has worked with W.G. Alexander & Associates since 2003, handling trust funding and probate matters. She currently lives in Raleigh with her husband and son.

Tracy Pulley is the Medicaid Program Manager for W.G. Alexander & Associates. She handles all Medicaid cases, some Estate Planning cases, and other assigned duties. She serves as a liaison for clients and nursing homes. Tracy received her Bachelor of Science degree from East Carolina University in December 2003 and has worked with W.G. Alexander & Associates since February 2006. She is originally from Faison’s Old Tavern, North Carolina. Tracy currently lives in Garner with her husband and two daughters.

Rick Messemer serves as Marketing Director for W. G. Alexander & Associates, where he coordinates seminars and speaking engagements for the firm.  In addition, Rick assists families with applications for the VA Improved Pension and Aid and Attendance programs for war period veterans and their spouses or widows.  Rick resides in Willow Spring, with his wife.  Two daughters and a granddaughter live nearby. Rick is an active member at Mid-Way Baptist Church where he serves on the Mission Committee and serves as a Team Captain on the Wake County Adult Care Home Community Advisory Committee.
